What should I plan for with “Entitlement per package”, in particular regarding host design open?

ADR-0006 and ADR-0007: a package is used offline under a signed entitlement file that names the package and its elements. Its licence kind is free; an updates-until date is a reserved mechanism that never ends the right to run the installed version or to reach one's data. Online features need short-lived signed grants from the company host; the host and key custody are not built. Plan for: host design open; device binding open; grant renewal fails soft. It exists only as a file in the repository, not as a product feature.
