Your bill has dropped X percent
ADR-0008: a member's change in bill is computed locally from the signed quarterly documents already on the computer, and says dropped, same or rose. It sends nothing anywhere. It refuses an unsound history (missing signature, out-of-order quarters, expired or mixed mock and real documents). The calculation exists as library code; the launcher screen that would show it does not.
